Locator Bar Mods and Texture Packs
Vanilla Java already has a Locator Bar. Mods and texture packs only replace sprites or add extra trackers. They do not change a player's UUID color.
Current for Java Edition 1.21.6 and later.
You do not need a mod to get the strip. Vanilla added it in 1.21.6. A mod or texture pack is only useful if you want different icons, extra waypoints, or an older version that never shipped the bar.
Vanilla versus extras

Search results for “locator bar mod” and “waypoint mod” mix these jobs. A minimap waypoint is not the HUD strip.
Color does not come from the pack
Java still paints the default marker from the UUID. A texture pack can redraw the sprite and still keep that tint. Look the tint up on the Locator Bar Color Checker.
If you only wanted the bar gone
Uninstalling a pack will not disable vanilla. Use Turn Off the Locator Bar in Minecraft Java.
